Pass through payments occur when the City of Detroit collects revenues on behalf of another entity, such as the Detroit Public Schools Community District, and transfers those collected funds directly to the recipient. The fund is an independent accounting entity established pursuant to the rules and regulations of the Governmental Accounting Standards Board (GASB). The fund is used to record resources whose use has been limited by law, governing agencies, grant authority, donors, individuals, or organizations. The expense category column provides the broader category of the expense incurred, such as Operating Supplies or Professional and Contractual Services.
